Dora Carreno testifies on enrollment failures and outreach gaps
Dora Carreno, testifying individually, notes that despite SCRIE enacted in 1970 and DRIE in 2005, only 42% of eligible households are enrolled, calling it shameful and urging passage of Intros 978, 307, and Resolution 55, plus comprehensive public messaging from the council, mayor's office, and Office of Mass Engagement.
Hey, good afternoon.
My name is Dora Carreno, so I'm with Tenants Pack, but I'm testifying as an individual today.
My testimony would be brief.
I just want to point out that although SCRI was enacted in 1970 and DRI in 2005, where we stand right now, we're only at 42% of people who qualify.
Being enrolled in this program and that is absolutely shameful and speaks volumes of the commitment of the state and the city towards those people who need the support the most.
We are failing people abysmally when it comes to keeping people housed and bringing people out of the harm of homelessness.
We need to do better, not just by passing bills and passing resolutions, but once enacting them, making sure that people know that these services are, that these programs are available.
Many people don't have access to the internet or do not know how to use the internet to be able to do the research and find out that these things are there.
It is the city's job and the state's job to make sure that people know, have the education and the support to be able to fill out these applications and partake in these programs.
So I urge you to pass intros 978, 307.
0055, as well as urge you to make sure that there's more messaging out.
there from city council, from the mayor's office, the office of mass engagement, all hands should be on deck making sure that we prevent people from losing their homes, especially people who are
elderly, low income, disabled.
We just got to do better.
Thank you for your time.
Thank you so much.
And let's go back to Mabaki DM.
Are you ready this time?
