Hanif asks about codifying automatic renewals

New York City Council · Sep 18, 2026 · starts 1:11:56 · 1 min 3 sec

Hanif asks whether DOF would support codifying automatic renewals to reduce lapses, and Shear explains current law doesn't authorize automatic renewals but DOF has created a short form for five-time renewers, and is willing to have conversations about automatic renewal if state law changes.

Shahana Hanif

And then do you have a stance on codifying automatic renewals for screen injury to reduce the lapses due to paperwork delays or processing of submissions?

Jeffrey Shear

I didn't get the...

Jeffrey Shear

First part of that, do we have, have we?

Shahana Hanif

Just codifying automatic renewals, yes.

Jeffrey Shear

So automatic renewals are not authorized by the current law.

Jeffrey Shear

What there is, is for long-time participants, I think people who have had five renewals,

Jeffrey Shear

their renewals can be done via a short form, and we have developed a short form for them to ease the renewal process.

Shahana Hanif

Okay, and would you be in favor of codifying it so that it is automatic?

Jeffrey Shear

That would require state legislation.

Shahana Hanif

Okay.

Shahana Hanif

Yes, no, I know.

Shahana Hanif

But I just wanted to know how the department is, if it would be in favor of it if the law were to change.

Jeffrey Shear

I think we're willing to have a conversation about it.

Jeffrey Shear

We would like to consider that.

Shahana Hanif

Okay.
