Q&A

Hanif asks about DOF training to other city agencies

New York City Council · Sep 18, 2026 · starts 2:08:16 · 2 min 7 sec

Hanif asks whether DOF provides SCRIE/DRIE training to other agencies, what topics are covered, and who facilitates, and Shear confirms training is provided to DFTA, MOPD, ACS, and HRA staff on eligibility and application processes, conducted by outreach unit and taxpayer advocate staff on an as-needed basis.

Shahana Hanif

Thank you, Chair Lee.

Shahana Hanif

Thank you.

Shahana Hanif

Does DOF currently provide training concerning scree or dree to personnel at other city agencies?

Jeffrey Shear

We do.

Jeffrey Shear

We provide training to staff from Department for the Aging, MOPD.

Jeffrey Shear

We also, because we do outreach with ACS and HRA, we have done training there as well.

Shahana Hanif

And is this a training that happens annually or how, what's the basis of?

Jeffrey Shear

We do the training as the other agencies need it, on an as needed basis.

Shahana Hanif

Got it.

Shahana Hanif

And then what topics are covered?

Jeffrey Shear

I think just in general, the eligibility for the program

Jeffrey Shear

and the application process, the sorts of things, the training that is done is done for staff at those agencies that will be doing outreach events for us.

Jeffrey Shear

So it's geared to the interactions that the agency would have with potential applicants.

Shahana Hanif

And then who from DOF facilitates those trainings?

Jeffrey Shear

That would be staff from our outreach unit and also from our taxpayer advocates office.

Shahana Hanif

Got it.

Shahana Hanif

And then going back to the enrollment data that was shared, so re-enrollment peaked at 12,215 in 2019, 11,000

Shahana Hanif

roughly in 2024.

Shahana Hanif

And talking about the decline or the fall of applications, you mentioned COVID as one reason, which I think is very fair.
