Q&A

Hanif asks about eligibility estimates by borough

New York City Council · Sep 18, 2026 · starts 1:19:08 · 2 min 54 sec

Hanif requests updated eligibility estimates for FY26-27 by borough, and Shear provides 2023-based estimates: 40,000 Manhattan, 37,000 Brooklyn, 30,000 Bronx, 27,000 Queens, and 1,400 Staten Island, noting methodology limitations that tend to overstate eligibility.

Shahana Hanif

And then I know you sort of alluded to this in one of the previous answers, but if you could get back to us, because I think what would be curious for us to look at is we would want to know

Shahana Hanif

what your estimates are for the eligibility for SCRI and DRI for FY26 and 27

Shahana Hanif

in terms of like overall New Yorkers, how many would be eligible, and of those, how many actually are enrolled citywide and borough by borough, if you could give us that data if you don't have it now and as follow-up.

Shahana Hanif

But if you have it, that'd be great.

Jeffrey Shear

So the last data we have relies on data for 2023.

Shahana Hanif

Okay, so not 26 and 27?

Jeffrey Shear

No.

Shahana Hanif

Okay.

Jeffrey Shear

We only do this estimate, and I want to emphasize that it is an estimate.

Jeffrey Shear

We are relying on data regarding rent controlled or rent regulated units and income data that we're matching.

Jeffrey Shear

So it is not precise.

Jeffrey Shear

We also know that there are issues with the methodology, so we believe that it tends to overstate the number of eligible households.

Jeffrey Shear

For example, accounting for households that might have more than one income tax filer in it is difficult for us to do.

Jeffrey Shear

And I do have numbers by borough.

Jeffrey Shear

These numbers exclude numbers attributable to rent control and Mitchell Lama housing, but they are 40,000 for Manhattan.

Jeffrey Shear

That's total.

Jeffrey Shear

So that includes households that are in the program and households that are not in the program.

Jeffrey Shear

37,000 for Brooklyn.

Jeffrey Shear

30,000 for the Bronx, 27,000 for Queens, and 1,400 for Staten Island.

Shahana Hanif

Okay.

Shahana Hanif

Yeah, I mean, if at all possible, if there's any way, because I, understanding that the methodology and everything is probably off a little bit, it'd be great to see if we can get updated numbers, only because I would say in that time period since 23,

Shahana Hanif

especially the older adult community and certain populations have definitely grown quite a bit, and so I just want to make sure that we're capturing these numbers accurately, and then

Shahana Hanif

Before I hand it back, I just wanted to ask a couple questions about the enrollment.
