Q&A

Hanif asks about SCRIE/DRIE renewal rates and lapses

New York City Council · Sep 18, 2026 · starts 1:08:05 · 1 min 41 sec

Hanif asks about renewal rates and how many benefits lapsed for non-renewal between 2023 and 2025, and Shear reports a 95% renewal rate maintained through two letter reminders and four email reminders, with 70% of non-renewals due to late or missed deadlines.

Shahana Hanif

And then just in terms of the certification and renewal process, because I've been seeing, even just with the constituent casework coming into our district, some of the questions I'm going to be bringing up are

Shahana Hanif

directly related to that, and others are more general.

Shahana Hanif

But in terms of the certification renewal process,

Shahana Hanif

How does DOF determine the screen dream multi-year benefit period?

Jeffrey Shear

I'm not sure screen injury is an annual benefit, and so I'm not sure I'm following the question.

Shahana Hanif

So how do we ask this in a different way?

Shahana Hanif

I'm trying to think of what the better way to ask this is.

Shahana Hanif

Okay.

Shahana Hanif

Okay.

Shahana Hanif

So let me go into the rates, actually, and I'll come back to that one.

Jeffrey Shear

Sure.

Shahana Hanif

So what are the screen injury renewal rates and how many benefits lapsed for non-renewals between 2023 and 2025?

Shahana Hanif

And then how many were later restored?

Jeffrey Shear

So the renewal rate has been 95% over the past three years.

Jeffrey Shear

We're able to maintain this high rate with the help of two letter reminders and four email reminders to participants in the program.

Shahana Hanif

Okay.

Shahana Hanif

Sorry, I just wanted to also note we've been joined by Councilmember Aviles.
