Q&A

Chair Hudson asks about inspection wait times and failure rates

New York City Council · Sep 22, 2026 · starts 0:24:18 · 1 min 7 sec

Hudson asks how long it takes to schedule a walkthrough and what percentage of unit inspections fail. Reed says inspections are scheduled within two to three weeks and about 50% of HRA inspections fail, with about two inspections before approval.

Crystal Hudson

Thank you.

Crystal Hudson

And what is the average wait time to schedule an apartment for a walkthrough by DHS?

Andrea Reed

In the reorganization, the inspection team now reports to HRA.

Andrea Reed

And so

Andrea Reed

Right now, inspections are scheduled within two to three weeks.

Crystal Hudson

Thank you.

Crystal Hudson

And what percent of unit inspections for habitability fail?

Andrea Reed

For the inspections that are conducted by HRA, a good 50% of them fail.

Andrea Reed

And so there's about two inspections before an application is approved for lease up.

Crystal Hudson

Sorry, there are two inspections before they're approved, did you say?

Andrea Reed

Yes, about 50% fail of the ones that are conducted by HRA, the cellar, basements, attic, first floors, right?

Andrea Reed

The inspections that are conducted by the provider, we don't have that information readily available because when those units fail, the provider works with the landlord to correct those failures before the application is submitted to us.
