Dalton provides HRA inspection data and notes provider data gaps

New York City Council · Sep 22, 2026 · starts 0:25:26 · 1 min 30 sec

Dalton says HRA conducted about 8,509 inspections in calendar year 2025 and roughly 44% failed. She notes HRA does about one-third of all inspections, takes harder units, and the system does not collect failure data for provider inspections.

Crystal Hudson

Okay.

Erin Dalton

And, Chair, if it would be helpful, I could provide some specific data on the numbers that are done by HRA.

Erin Dalton

Would that be helpful just to give some context?

Erin Dalton

Yeah, absolutely, because 50% is a large number.

Crystal Hudson

Yeah.

Erin Dalton

Yeah, so when we look at calendar year 25, HRA staff did about 8,500, so 8,509 specifically.

Erin Dalton

And I think the executive deputy commissioner is correct in saying about 50%.

Erin Dalton

The actual percentage was 44% there.

Crystal Hudson

Approved or failed?

Erin Dalton

Failed.

Erin Dalton

So 64% were, or 66% were passing.

Erin Dalton

I think it does bear to mention that HRA, as already mentioned,

Erin Dalton

does about a third of all the inspections.

Erin Dalton

And so many more are done by the providers.

Erin Dalton

Again, we take the harder ones.

Erin Dalton

So those are going to be more likely to fail.

Erin Dalton

So we think that the numbers, while we don't have the actual data for the inspections done by providers, fail far less often than the ones done by HRA, which are critical for us to do in order to ensure the safety side of this inspection process.

Crystal Hudson

And sorry, you can get those numbers to us or cannot?

Crystal Hudson

We do not.

Erin Dalton

Our systems do not collect that information.

Crystal Hudson

At all?

Erin Dalton

On the provider side.

Andrea Reed

No.

Andrea Reed

Feature enhancements down the road.

Andrea Reed

We're looking to be able to do that.

Crystal Hudson

Yeah.

Crystal Hudson

I mean, it would be great, obviously, to just have a sense of what's going on in the entire system, not just the portion that you all inspect.
