Chair Hudson asks about lease-up times for CityFHEPS vouchers

New York City Council · Sep 22, 2026 · starts 1:00:56 · 1 min 51 sec

Hudson asks about median lease-up time from shopping letter to move-in. Dalton provides averages: 244 days in 2024, 221 in 2025, and 236 year-to-date in 2026, and notes application processing is about 21 days in community and 31 days in shelter.

Crystal Hudson

Regarding Intro 100 in relation to requiring reporting of lease-up times for housing vouchers, what is the median time it takes for an applicant to lease up for the first time from shopping letter issuance to move in?

Crystal Hudson

I think those are...

Erin Dalton

Thank you for that question.

Erin Dalton

I don't have medium, but I do have average or mean.

Erin Dalton

So I can give it to you for the last couple of years.

Erin Dalton

So starting with 2024, the average days was 244.

Erin Dalton

For 2025, the average days was 221.

Erin Dalton

And then year to date, it's 236 for 2026.

Crystal Hudson

Year to date, 236.

Crystal Hudson

So that's not...

Crystal Hudson

Necessarily looking great, at least in comparing directly to 2025.

Crystal Hudson

Is there a difference in the time it takes applicants to lease up based on whether they apply while living in community versus residing in shelter?

Erin Dalton

There is.

Erin Dalton

So when we think about that data, I'm going to go back to the time of application to processing on the city FEP side.

Erin Dalton

So you're not going to hear numbers in the hundreds here.

Erin Dalton

You're going to hear.

Erin Dalton

So for in community, it's about 21 days.

Erin Dalton

And for folks in shelter, it's 31 days.

Erin Dalton

And then that's that average of around 28 where we're doing better in the last couple of months with 24.8.

Erin Dalton

So those are the numbers that fit together there.

Erin Dalton

And it stands to reason that folks who are in community already have a unit established, and so they're often applying for CityFAP's voucher to stay in that unit, and so the timing is faster.

Crystal Hudson

Okay.
