Chair Hudson questions DSS on Intro 101 application response times

New York City Council · Sep 22, 2026 · starts 1:07:31 · 3 min 3 sec

Hudson asks about time from shopping letter to initial submission and processing times for shelter versus community applicants. DSS lacks some data but reports 28 days average overall, 31 days for shelter, and 21 days for community, and will assess further disaggregation.

Crystal Hudson

I'd like to move on to intro number 101.

Crystal Hudson

In relation to CityFEP's application response times.

Crystal Hudson

For people experiencing homelessness, what is the average length of time from issuance of a CityFEP's shopping letter to initial submission of a CityFEP's packet to DHS HRA?

Scott French

We do not have that information available at the moment.

Crystal Hudson

At the moment, but could you follow up with it?

Scott French

I've talked to our data people.

Scott French

I don't want to promise as to the level of effort that would take, but we can see.

Scott French

I think also we just would want to sort of understand that within that time frame, right?

Scott French

There's much that could actually...

Scott French

Leads to that level of time for someone based upon EA, there aren't available apartments just for the general reason, or if someone has specifically like the commissioner mentioned, as well as some other things.

Scott French

But we can see if that is something that is able to be run.

Crystal Hudson

Okay, and if it is able to be run, could you please include, can you disaggregate it by DHS versus HRA DV shelters, as well as the average number of days it takes for HRA to review an application after it's submitted?

Erin Dalton

We can look at that.

Erin Dalton

I don't want to.

Crystal Hudson

I'm just putting it all out there.

Crystal Hudson

Yes, I'm not the data expert.

Erin Dalton

But yes, we will assess all of those requests.

Crystal Hudson

And we will obviously follow up with you.

Crystal Hudson

Thank you.

Crystal Hudson

Okay.

Crystal Hudson

What is the average length of time to process and approve a CityFEPS application from initial submission to check issuance?

Erin Dalton

I think we've provided that data.

Erin Dalton

That's the same number, the 28 days, if I understand your question correctly.

Erin Dalton

And again, we're doing better in the most recent months.

Erin Dalton

Okay.

Erin Dalton

Slightly different for in community.

Erin Dalton

Yeah.

Crystal Hudson

And do you have that disaggregated?

Crystal Hudson

By applications from shelter versus in community?

Erin Dalton

Yes.

Erin Dalton

So I'll run through it.

Erin Dalton

I think, and again, folks can tell me if I get this wrong, but from application to outcome on average over calendar year 2026, that's 28 days.

Erin Dalton

If you're in shelter, it's 31.

Erin Dalton

So a portion of those folks are in shelter and it's 31 days.

Erin Dalton

And if you're in community, it's 21 days.

Crystal Hudson

Okay, those same numbers then.

Crystal Hudson

Okay.

Crystal Hudson

And then could you further disaggregate by average length of time from initial packet submission to final approval of the application?

Crystal Hudson

Or the average length of time from final approval to move-in date?

Erin Dalton

Yeah, I think the first one is the answer I just gave.

Erin Dalton

Right.

Erin Dalton

So initial submission to approval.

Erin Dalton

And we do not have with us the approval to move in date.

Erin Dalton

And I don't know if we capture that data, but we could certainly follow up.

Crystal Hudson

Okay.

Crystal Hudson

Great.

Crystal Hudson

Thank you.
