Banks asks about HPD inspections and court repairs for NYCHA tenants
Banks asks whether HPD inspects NYCHA tenant 311 water leaks and how tenants get HPD inspections. Greene says HPD refers NYCHA cases to NYCHA, HPD inspects court cases, and a new state law now gives NYCHA daily HPD inspection data that creates work orders.
And if a NYCHA tenant calls during one about a water leak, does HPD come out?
Thank you, Chair, for that question.
No, HPD would refer to NYCHA to investigate.
So how would a NYCHA tenant get an HPD inspection?
HPD, I'm sorry, I didn't mean to speak over you.
Thank you, Chair, for that question.
So HPD inspects cases that come through the court.
So the HPD, a judge assigned to an HPD.
Can an HPD action bring forth a...
A response.
Yes.
Yes.
And so actually under a new state law, um, HPD is, uh, is giving NYCHA a data download of its inspections of NYCHA every, every day.
Now, before we used to only get paper records, um, and have to manually enter it.
And that was just up until last summer.
We now get a daily download, um, and that creates the work orders, uh, or creates basically a work order off of the HPD inspection.
Okay.
And once HPD inspects and writes a violation, does NYCHA make the repair or does the tenant have to go back to housing court?
Well, we should be making the repair in accordance with the stipulation in housing court.
So we have a court order repairs procedure of how to handle those HPD generated repairs that we basically have to work with the resident on access dates or if the resident so stipulates how the access dates put forth in the stipulation.
