Banks asks if NYCHA publishes closures without repair and who checks closed tickets
Banks asks whether NYCHA publishes work order closures without repair separately and who outside NYCHA checks closed tickets. Greene says he is unsure if that data is published but NYCHA shared 7.5 million work order transactions with the Council, and outside checks include the monitor, DOI, compliance teams, and independent analysts.
Does NYCHA publish work order closures without repair separately from repairs made?
Thank you, Chair, for that question.
I don't know if we do.
We could.
We could.
I have that data and happy to share it.
We could.
In 2026, this is not the full picture, but...
Well, why is it not published?
That I don't know.
And I don't know if it is or isn't.
Honestly, I don't know if it's published, but it certainly is data that we have.
And we have provided, I do want to note, to the Oversight and Investigation Division of the Council, we provided about 7.5 million work order transactions
and all of the underlying data to the OID at the City Council to begin to understand some of the closure requirements.
And besides the monitor, who outside of NYCHA checks whether a closed ticket was repaired in Section 9 or on the PAC sites?
Thank you, Chair, for that question.
So on the Section 9 side, it would be the Federal Monitor, DOI, and then the three compliance departments developed and created by the HUD agreement.
And on the PAC side, who inspects where the ticket is?
So under the PACT program, we are under the same requirements for the, most of the same requirements for BIAS.
So for mold and leak work orders that are reported to NYCHA, those are then shared with an independent mold analyst and the independent data analyst.
And the independent mold analyst will go out to inspect closed leak and mold work orders on a monthly basis.
And they're required to...
The independent analyst comes from...
It's a court-appointed independent analyst.
Yep.
And those are done on completed work orders, and they have to complete a statistically significant number of apartments each month.
