Beck describes NYCHA's oversight of PACT partners and monthly reporting
Beck says PACT transitions day-to-day property management to private managers, but NYCHA oversees Section 8 administration, site visits, and compliance. She says NYCHA analyzes pest, mold, leak, elevator, and heat work orders monthly and reports that PAC work orders in those areas typically resolve within one day.
The PAC program transitions day-to-day responsibility of the property to new private property managers.
However, NYCHA maintains an important oversight role of these properties in several key ways.
NYCHA maintains administration of the Section 8 subsidy and ensures that PAC partners comply with specific Section 8 subsidy requirements, which includes inspections and waitlist policies.
We also conduct site visits to monitor PAC partner activities and respond to inquiries or issues.
If performance gaps are identified, NYCHA works with the PAC partner to identify specific issues as they arise and agree on project solutions, and we monitor improvement and work on those plans.
We also analyze work orders for the categories including pests, mold, leaks, elevators, and heat on a monthly basis to ensure that they are being resolved in a timely manner.
Our monthly reporting indicates that work orders at PAC sites in these five areas are typically resolved within one day, and anyone can view that progress on our website.
