Encarnación asks who conducts annual inspections; Greene says NYCHA maintenance with HUD INSPIRE oversight
Encarnación asks who performs NYCHA's yearly apartment inspections. Greene says NYCHA maintenance staff do most, with a vendor used in the first years, and HUD INSPIRE inspectors provide outside annual review that can be skipped for high scores.
I know early in your conversation with the chair, you talked about the inspections that you have that you now do yearly.
Yes.
These are done by NYCHA staff, the maintenance staff, you said?
Who does the inspections?
Predominantly NYCHA maintenance staff.
So there's a special work order, apartment inspection work order that they're trained to perform.
So they're doing the vast majority.
We did bring in a vendor in the first couple of years because we were concerned.
We'd never had, before two years ago, we had never inspected every NYCHA apartment.
So it was kind of historic for us.
We brought in a vendor during the first couple of years to help us.
But right now we're really pretty self-sufficient.
We also do have, it's a very, very difficult inspection regime by HUD.
If we fail our Inspire inspection, we actually have to re-inspect all the units within 60 days.
