Chair Aldebol thanks staff and recognizes attending council members

Before we begin, I'd like to thank committee staff, Senior Policy Analyst Nina Rosenberg, and Senior Legislative Counsel Rie Ogasuara for their hard work in preparing this hearing.

I'd also like to thank my Chief of Staff, Sophia Brown, and my District 13 team for the work that you do to serve the Bronxite District 13 constituents.

At this point, I would like to recognize that we've been joined by council members Frank Marano and Crystal Hudson.

I will now hear testimony from representatives of DCAS, and I'll turn to committee counsel to administer the oath for this panel.
