Q&A

Council Member Wilson asks whether DORIS assesses deleted substantive messages

New York City Council · Sep 22, 2026 · starts 1:05:43 · 1 min 9 sec

Wilson asks whether DORIS assesses if substantive government messages were deleted before preservation for agencies using Signal; Smith-Cruz says DORIS does not monitor active communication channels and anticipates agencies received needed training to make those determinations themselves.

Carl Wilson

Thank you.

Carl Wilson

So in relation to the signal activity, that's the topic of this hearing today, has Doris assessed whether substantive government messages were deleted before they could be preserved?

Carl Wilson

How do you assess that?

Carl Wilson

for any agency that may engage in signal activity?

Member of the Public - Shanta Smith-Cruz

Thank you for that question.

Member of the Public - Shanta Smith-Cruz

Doris does not monitor active communication channels within government employees, so we're not able to do that work.

Member of the Public - Shanta Smith-Cruz

But we do anticipate that each agency has received the training that they need to make those delineations on their own.

Carl Wilson

So there's, if the, if a user, if the impetus is on the user to decide whether a message is transitory or substantive, there is, there is training provided to those agencies so that their

staff can make that decision?

Member of the Public - Shanta Smith-Cruz

Thank you for the question.
