Minority Leader Carr condemns mayor's Signal group and influencer operation
Carr describes the NYC Creators Announcements Signal group with over 200 influencers sharing daily talking points, criticizes Amelia Rowland's statement dismissing communication norms, and argues the encrypted disappearing-message app evades record-keeping laws.
Thank you, Chair Brewer, for holding this important hearing today, and thank you to Speaker Menon for her leadership on this issue.
When Zoran Mamdani rode his social media stardom to the Merrill D last year, I think we all understood that there was a real paradigm shift in the way politicians engage with the public.
That was made even more clear when the mayor brought his campaign communication apparatus to City Hall.
I don't think we understood the extent of that change until a recent report by the Initiative for Policy Dialogue at Columbia University mentioned by Chair Brewer.
that revealed that the mayor's office has been operating a signal group chat called NYC Creators Announcements with over 200 social media influencers.
In this group, the report found that the mayor's office shares daily talking points, videos, and other ways to spread favorable messaging about the mayor and the administration.
They are also invited to events and offered access to city officials.
In response to this revelation, Amelia Rowland, who as the mayor's director of new media, runs this and influenced her campaign,
said, quote, at a moment of profound distrust in politics, our job is not to preserve decades-old communication norms or protect the gatekeepers who once controlled access to public information, end quote.
Indeed, there is a profound mistrust in politics today.
But that mistrust is only intensified when city officials conduct business with outside entities using an encrypted messaging app with disappearing messages, purposely designed to evade public scrutiny and laws that require record keeping.
And when these new quote-unquote gatekeepers buy their access to the mayor by amplifying his propaganda.
It's also somewhat ironic, given Ms.
Rowland's statement, that the so-called legacy media she seemed to deride was the one that revealed this repetitious partnership.
What makes this new communication strategy more alarming than others is the fact that these influencers who have built up their own brands because of the perception that they are genuine.
and authentic are able to convince the public that these are not coordinated and yet often are and paid for as a message and objective of those so-called honest views.
