Morano asks if DORIS can detect failure to transfer substantive messages
Morano asks whether DORIS has any independent way to determine if an employee failed to transfer a substantive Signal message; Smith-Cruz says it is up to the individual user to transfer substantive messages and DORIS cannot do this, so compliance depends on individual employees recognizing what must be preserved.
Right.
Does Doris have any independent way to determine whether an employee has failed to train?
Transfer a substantive signal message into an approved record system.
Unfortunately.
You didn't say thank you for the question.
I was going to say.
Okay.
Thank you for that question.
I do actually appreciate it.
Thank you.
Ooh, that was a good one.
And that you said substantive signal messages, and I don't believe that I know that that, if a message is substantive, then it is up to the agent.
The user, the person who's writing the message, or receiving it for that matter, to transfer it to a different location.
It isn't a Doris process.
It would be not possible for us to do this.
So is compliance effectively dependent on individual employees recognizing which messages must be preserved and transferring them themselves?
Thank you for that question.
To be compliant with the 2025 instant messaging policy, a user ought to participate in the process of transferring instant messages that are substantive if they exist.
Thank you, and thank you, Chair.
And I do hope because there are so many folks that could be answering these questions that aren't here that this committee and this council will consider using our subpoena power to force them to answer these questions,
irrespective of whether we get a thank you for the question when those questions are proffered.
Thank you.
