Q&A

Morano asks whether RecordPoint captures Signal messages; Smith-Cruz says no

New York City Council · Sep 22, 2026 · starts 1:23:28 · 54 sec

Morano notes RecordPoint manages 215 million records across 31 agencies including the mayor's office but only maps government-supplied tools, and asks if it captures Signal; Smith-Cruz confirms it cannot retain Signal and DORIS is not looking for it to since instant messaging has zero retention.

Frank Morano

Commissioner, page two of your testimony says that the city's record point system manages more than 215 million records across 31 agencies, including the mayor's office.

Frank Morano

But you also say it only maps to government-supplied tools.

Frank Morano

Does that system automatically capture messages sent through Signal?

Member of the Public - Shanta Smith-Cruz

Thank you for that question.

The RecordPoint electronic records management tool is robust, and it is able to coordinate alongside the categorization of records, and those categorizations are records that are managed through city government.

Member of the Public - Shanta Smith-Cruz

So no.

That we are vendors, that are vendors for us.

Member of the Public - Shanta Smith-Cruz

So the answer is that it would not be able to retain signal, and we aren't looking for it to because, again, the instant messaging does not sit within a retention schedule of more than zero.
