Morano asks Smith-Cruz to confirm the memo and whether DORIS reviewed the Signal group
Morano asks Smith-Cruz to confirm the memo's issuance; she says she was not around and DORIS does not fall within the chief counsel's jurisdiction, and confirms DORIS has not reviewed the influencer Signal group to determine whether substantive records were deleted.
Can you confirm, as best you understand, that this memorandum was issued by the Office of the Chief Counsel in January of 2026?
Thank you for that question, Councilmember Murano.
I can confirm that what you put in front of me is
If it is, I wouldn't know.
I wasn't around during that time, and Doris would not receive memos to their staff because we don't fall within their jurisdiction.
So it seems like this would be a memo.
To the specific mayor's office employees, and we're not a part of that.
So let me try to be more Doris-focused.
Your testimony, Commissioner, says that substantive messages must be transferred to another format for preservation.
So under Doris's policy, messages documenting or relating to government decisions, actions, or policies have to be retained.
Have you reviewed the influencer signal group to determine whether any substantive government records were deleted?
Thank you for that question.
And the answer is we don't monitor communications for our current government employees.
Has anyone in city government conducted that review?
Thank you for the question.
I wouldn't know if it were to happen.
It wouldn't happen from the Doris end.
