Wong cites January memo banning Signal and asks why mayor's office uses it

New York City Council · Sep 22, 2026 · starts 1:18:30 · 1 min 6 sec

Wong says a January 15 memo from Chief Counsel Ramsey Kassem bans Signal for all city employees and asks why the mayor's office is using it; Smith-Cruz says she is not aware of the memo but that agencies ought to comply with DORIS policy and their own leadership's guidance.

Phil Wong

I have seen the memo.

Phil Wong

There's data in January that's issued to all city employees that signal is banned.

Phil Wong

No one could use it.

Phil Wong

Is that right?

Phil Wong

Are you aware of this memo?

Member of the Public - Shanta Smith-Cruz

Thank you for that question.

Member of the Public - Shanta Smith-Cruz

I'm not aware of a memo for banning signal, but I do know that there are very many agency communications related to guidance for what folks should use when they are.

Phil Wong

It's dated January 15 from Chief Counsel Ramsey Kassem, and it specifically says do not use signal.

Phil Wong

So why are we seeing the mayor's office using it?

Member of the Public - Shanta Smith-Cruz

Thank you for that clarification.

The best that I can say is that city agencies ought to comply with the DORIS policy and that additional guidance from their own

leadership ought to be something that they regard in their communications.

But we do let everyone know, we provide access to the same policy to all city agencies, the same 2025 instant messaging policy.
