Q&A

Wong asks Smith-Cruz whether DORIS plans to archive Signal

New York City Council · Sep 22, 2026 · starts 1:17:31 · 59 sec

Wong asks if DORIS plans to archive Signal; Smith-Cruz says if it were true it would be through the third-party social media archiving platform, but currently there is no technological possibility to archive Signal, and instant messaging behavior is not retained regardless of platform.

Phil Wong

So my first question to the Commissioner of Doris.

Phil Wong

Do you plan to archive signal?

Member of the Public - Shanta Smith-Cruz

Thank you for the question, Commissioner Wong.

Member of the Public - Shanta Smith-Cruz

I mean, I'm sorry, Commissioner Wong, Councilmember Wong.

Member of the Public - Shanta Smith-Cruz

I would say that if it were true that we were planning to archive Signal, it would be through the third-party platform that we use to archive social media.

Member of the Public - Shanta Smith-Cruz

And if there is the possibility, and if they were to adopt that platform, then it would fall into alignment with the other platforms that we do archive.

Member of the Public - Shanta Smith-Cruz

But currently, there is no technological possibility to archive Signal as a platform, as a software.

Member of the Public - Shanta Smith-Cruz

And the current policy for instant messaging does acknowledge that if it's instant messaging behavior, regardless of platform, then we wouldn't retain those records within the archive specifically.
