Chair Encarnación asks about NYPD 911 call protocol

New York City Council · Sep 22, 2026 · starts 1:07:47 · 1 min 19 sec

Chair Encarnación asks about NYPD's protocol for 911 calls related to federal immigration authorities and who confirms it. Ali says the IRC works with agencies on implementation plans and NYPD has begun implementing the 911 protocol.

Elsie Encarnación

And the same question as it pertains to 911 calls.

Elsie Encarnación

And related to the presence of federal immigration authorities or immigration matters.

Elsie Encarnación

Who is, again, is the IRC, again, responsible for confirming that that protocol is established?

Faiza Ali

Yes, that is a work that we're ongoing work with us and each agency on their implementation plan.

Faiza Ali

And on this, you know, I'm happy to share that the PD has begun implementation of this particular protocol in response to 911 calls as they relate to immigration enforcement or immigration activities overall.

Elsie Encarnación

So outside of the IRC, what formal or informal lines of communication exists between MOIA and NYPD for purposes of this kind of reporting or just information sharing and its impact on immigrant communities?

Faiza Ali

Yeah, we continue to work across agencies and outside of the IRC.

Faiza Ali

You know, we have the interagency task force that MOIA also conducts that includes, you know, all 40 plus city agencies where we share best practices, where we flag any incidents and information.

Faiza Ali

So we have, you know, good.

Faiza Ali

communication across agencies, including the NYPD.
