Chair Encarnación asks about NYPD civil immigration notification protocol

New York City Council · Sep 22, 2026 · starts 1:06:23 · 1 min 24 sec

Chair Encarnación asks when NYPD will institute its protocol for notifying the operations division of civil immigration requests and who confirms it. Ali says NYPD established the protocol and the IRC is supporting and confirming implementation.

Elsie Encarnación

Okay, in terms of the NYPD, when will the NYPD institute their protocol for notification to the operations division of any requests for information or otherwise in connection with civil immigration enforcement?

Elsie Encarnación

And who is responsible for confirming when this is instituted?

Faiza Ali

The NYPD has established this protocol for any requests for information or otherwise in connection to civil immigration enforcement.

Faiza Ali

This is part of the ongoing work within the NYPD to institutionalize this policy, this protocol through policy, and the IRC is working to support and confirm when this policy is implemented.

Faiza Ali

So this is work through the committee.

Elsie Encarnación

So the IRC as a whole is responsible for confirming what it is.

Faiza Ali

That's right.

Elsie Encarnación

And there are also, will adapt enhanced protocols requiring supervisory and legal review.

Faiza Ali

This protocol in particular is something that the PD is continuing to work on, and it will soon release this new protocol.

Elsie Encarnación

soon as in before the year is up or?

Faiza Ali

It's on track to release the new protocols that assess this.

Faiza Ali

And we're working really closely to, you know, get closer to releasing this.
