Chair Encarnación asks Commissioner Ali about IRC member responsibilities
Chair Encarnación thanks Commissioner Ali, acknowledges Council Member Aviles, and begins questioning. She asks about the responsibilities of each IRC member, and Ali explains the IRC is a coordinating body chaired by the First Deputy Mayor with senior staff support.
Thank you, Commissioner.
I also want to acknowledge that we've been joined by Councilor Aviles.
And now we get into the good stuff.
So first and foremost, thank you for detailing all of the folks that are a part and make up the IRC.
Can you go into a little bit about what each one of their responsibilities are as it pertains to the IRC?
Yes.
Thank you, Chair, for that question.
The IRC, as you mentioned, and I have mentioned my testimony, was established through Executive Order 13, and it's a coordinating body.
It coordinates the city's response to federal crises and impacts.
The members of the IRC include the FDM, who serves as chair of the committee,
in direct consultation with the chief counsel, to the mayor and city, our special advisor for strategic coordination and operations, Bida Moustofi, and myself as MOIA commissioner.
The committee's broader membership also includes other senior level staff.
And some of our responsibilities include helping to coordinate the implementation of Executive Order 13's
recommendation, but it also includes supporting agencies as they review and strengthen their policies, their protocols for reporting, and training.
We see
this as an ongoing responsibility to continue to provide support to agencies because of the changing federal immigration enforcement environment.
