Q&A

Narcisse asks H&H about mental health outcomes with stable affirming care

New York City Council · Sep 23, 2026 · starts 0:46:54 · 1 min 32 sec

Narcisse frames the hearing around fairness, support, and access to care. She asks what H&H clinical experience shows; Omar Fattal says research and evidence show affirming care lowers depression and suicidality and improves overall mental well-being.

Mercedes Narcisse

Thank you, Chair.

Mercedes Narcisse

Two things as I'm sitting here and processing about life is acceptable in society that we live in and accessible to the best health care that you can get.

Mercedes Narcisse

as a human being.

Mercedes Narcisse

It's treating each other fairly, and unfortunately that we have, like my colleague just mentioned, you have difficulty and you don't have that support.

Mercedes Narcisse

And we want to see New York City is a place where we support one another, and it's very important for us to be mindful of what's going on in our society.

Mercedes Narcisse

So I thank you for being here and answering our question.

Mercedes Narcisse

Mental health, unless we talk about the service capacity and mental health continuity.

Mercedes Narcisse

Mental health, what does H&H clinical experience show about mental health outcomes for youth once they have stable access to gender-affirming care?

Omar Fattal

Hi, good afternoon.

Omar Fattal

I can't comment on individual cases, but I can agree with everything that was said before me.

Omar Fattal

There's research and evidence that shows that access to gender-affirming care does improve overall mental health outcomes, including lowering depression, lowering suicidality, and improving overall mental well-being.

Mercedes Narcisse

Thank you.
