Dwight Flynn explains B2G data sourcing and real-time reporting
Dwight Flynn says B2G pulls source data from FMS, Passport, and SBS certification records, and aggregates prime and subcontractor MWBE activity. He says it will provide more real-time data so the city can manage opportunities and challenges rather than waiting for quarterly reports.
So let's really quick.
First of all, thank you for having us here today, having me here today, chair and committee.
To answer your question, the B2G system gets its source data from the owners of that data.
So that would be, you know, FISA, FMS, or from passport marks, or SBS in terms of certification level data.
And what it's really good at, what it's really good at, is essentially aggregating and reporting out on MWB activity at the prime and sub level.
That's sort of its main function.
And as such, and the other thing is, as we get that data on a more regular cadence, because as you know right now, we get quarterly reports from Passport, that type of thing, and an annual report.
We'll get more real-time data.
Because one of the frustrations we've been having, of course, is that you want to actively manage opportunities and challenges as they come up.
If you're seeing them, you know, a month after the quarter is over, that's not always possible.
And so B2G will allow the city's MWBE program to be managed on a more real-time basis to intercept challenges and take advantage of opportunities and, of course, disseminate best practices.
The system itself, again, there's not a direct tie-in.
It's not like it's electronically tied into Passport, but there are files that are shared on a regular cadence between MOCs and OTI B2G
such that the system is updated on a regular cadence, and agencies can go in and take a look at their MWBE contracts, make sure there are no errors, right?
And if there are errors, they go back to the original system and they fix it because that means there's an error somewhere in Pathward or FMS.
And they can then run reports, the likes of which they can't run right now.
They can project and they can plan around their MWB activity.
Our goal always is to maximize MWBE.
Availability and participation at every agency at every contract level.
You need to have the tools to do that.
And the city over the years has done an excellent job in pushing forward this
this policy.
But, you know, as technology improves, we have to update with the technology.
And that's what BTG allows us to do.
