Restler questions whether B2G will solve missing subcontract data
Restler notes only 9% of subcontracting information from traditional mayoral agencies is reported in Passport, with DDC a rare good performer. He asks how B2G will help if agencies are not entering subcontract data into Passport or FMS.
Just forgive my ignorance here.
But just help me to understand it.
If it's from Passport, we're not getting that information in Passport now.
I mean, the controller's report and what we reviewed found that we're seeing 9% of subcontracting information from the traditional mayoral agencies is reported in Passport.
DDC seems to do a good job, and everybody else seems to be pooping the bed.
We're not taking this seriously at all.
And so 90% of our contracts are not getting– the subcontracting information is not getting reported to Passport.
We have no information.
We can't do a global– we can't give a global answer on how much money is going to MWBEs because we don't know what's happening on the subcontracting side.
And so I feel like there's actually a good story, good news story for the city to be telling.
It's part of the reason I introduced my legislation around the human services, right?
I won't go down that rabbit hole, but we don't have the data.
So Passport, I feel like if the information is feeding from Passport into this, it's not going to help us.
If it's feeding from FMS.
So we know the payments, but a payment's going to the prime, right?
The payment doesn't go directly to the sub.
