Chair Brooks-Powers questions whether deadlocking still occurs

New York City Council · Sep 23, 2026 · starts 1:20:40 · 1 min 7 sec

Brooks-Powers pivots to deadlocking and asks whether DOC can assure the council it no longer occurs. General Counsel James Conroy says DOI investigated prior allegations and did not find deadlocking as alleged, and that the administration is committed to proper documentation of lock-ins.

Selvena N. Brooks-Powers

Thank you.

Selvena N. Brooks-Powers

Pivot into deadlocking.

Selvena N. Brooks-Powers

Can the department assure the council that deadlocking is no longer occurring at all?

James Conroy

Sorry, good morning.

James Conroy

James Conroy, General Counsel for the agency.

James Conroy

Yes, that is something that we've represented and testified about in the past.

James Conroy

The Department of Investigation, when this first was brought to our attention a couple of years ago, I guess at this point, at a Board of Correction hearing, it was referred to the Department of Investigation for...

James Conroy

Them to look into these allegations and they came back with a report or at least made a determination, although they issued a full report that they had not found instances of this as alleged at the Board of Correction hearing.

James Conroy

So obviously the previous and this administration in particular is committed to ensuring that that is not going on and that any types of lock-ins are appropriately documented and appropriate in and of themselves.

Selvena N. Brooks-Powers

Thank you.
