Q&A

Gutiérrez asks about extra funding for multilingual learners

New York City Council · Sep 29, 2026 · starts 1:27:46 · 2 min 55 sec

Gutiérrez asks whether schools receive additional funding for multilingual learners in pre-K and 3K beyond dual-language programs. Phillips and Branch say funding is not language-specific, though programs can use funds for language access and instructional support.

Jennifer Gutiérrez

And beyond dual language programs, do schools receive any additional funding support for multi-language learners in pre-K and 3K classes?

Erica Phillips

The question, do schools receive any additional support for multilingual learners?

Jennifer Gutiérrez

It's not a language program, yeah.

Erica Phillips

Right.

Erica Phillips

So, no, in pre-K and 3K programs, they are able to use the funding that they receive based on the enrollment in the age of the children.

Erica Phillips

However, they deem in order to meet the needs of their multilingual children.

Erica Phillips

So they can use funding for translation, interpretation, for paying for staff who will be able to support the multilingual students'instruction.

Erica Phillips

You know, and so we work with them to provide those resources and support.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

And does the same apply to enhanced language support programs?

Jennifer Gutiérrez

Do CBOs receive any additional funding to support multilingual learners?

Georgette Branch

So there wouldn't be additional support for those programs because technically enhanced language supports, it's literally about the access, again, the language access for families.

Georgette Branch

So it's not an instructional model.

Georgette Branch

So because it's not a model.

Jennifer Gutiérrez

It's just ensuring that someone in the building can speak that language.

Georgette Branch

Anyone in the building, correct.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

And there would be no additional, in the event where a parent is there and no one speaks that language, you're saying you don't need additional support because they can use what, language line or something?

Georgette Branch

Correct.

Georgette Branch

There is an interpretation line that they can call to provide them with additional support.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

And do you, have you found that there are any...

Jennifer Gutiérrez

Asks from schools and maybe like additional support or different support?

Jennifer Gutiérrez

Like, is there anything, and I know you've outlined specifically kind of what those existing supports look like, but have there been any schools that have engaged with you all on like, this isn't working, this is the way that we would want to be supported.

Jennifer Gutiérrez

So not necessarily more funding, but like, we want to do this differently.

Georgette Branch

We do get requests for additional support in terms of like instructional support, right?

Georgette Branch

In terms of like additional strategies to help support multilingual learners.

Georgette Branch

And again, we're on the ground, so we're tailoring our coaching model to provide the just right support to those programs.

Georgette Branch

So yes, and then we are able to adjust and ensure that programs get the just right support.

Jennifer Gutiérrez

Okay.
