Chaudhry Hassan Mahmood testifies on 311 fire safety complaint routing
Chaudhry Hassan Mahmood, a civil service software specialist, testifies that misclassified 311 fire safety complaints can go uninspected and become fires. He calls for FDNY and OTI to report on closed-without-inspection rates and classification error rates.
If we have inadvertently missed anyone in person, please let the sergeant at arms know.
But we do have one person on Zoom.
Oh, okay.
Chaudhry Hassan?

Good morning, Chair and distinguished member of the Committee on Technology.

Yeah, I am Chaudhry Hassan Mahmood.
I'm a permanent civil service employee who is a company specialist software at FDNOI for Board of Enterprise Technology.
I have failed VXN City and I am certified PMP, CISM and CISA.
I have previously submitted the written testimony to the Committee for Technology, Oversight Investigations, Civil Service Labor, and Fire and Emergency Management, all documenting the same systematic failure somewhere in the system for the 311 and 911.
I would say, like, how does it route it out?
I return to the basic specific technology issue that directly affecting everyday New Yorkers who use the 311 reporting a fire hazard or fire safety complaint.
So 311 is the front door of the fire safety in the city.
When a resident reports an ultimate fire escape, a missing exit sign or block, you know, block.
And this is this service request flows to 311 to be on a for inspection and action.
The accuracy of the routing and classification determines whether a violation gets issued, whether inspection is
This happens and ultimately whether a building is safe.
So the classification system depends entirely integrity on the technology infrastructure, both on FBNY, OTI, and also theory on the system, as I said.
The same infrastructure I documented and operated without independent QA, which is competitive procurement accountability, and also requires without functioning internal audit.
So these are the major issues I have found.
And the misclassified Q11 complaints do not inspect it.
Uninspected hazard become fires.
This is a major issue nowadays.
So the committee on technology should require FDNY and OTI to report how many 311 fire-related service requests closes out without inspection, what are the classification error rate, and are those
