Morrisroe addresses Intro 173 GPS pin-drop proposal

New York City Council · Sep 30, 2026 · starts 0:15:51 · 1 min 11 sec

Morrisroe says 311 currently collects GPS coordinates when location services are enabled and otherwise uses entered addresses. He supports exploring a pin-drop geolocator with ESRI to identify addresses in agency-required formats.

Joe Morrisroe

I will now turn to the legislation associated with this hearing.

Joe Morrisroe

Intro 173 would require the use of Global Positioning System, GPS, coordinates for 311 service requests.

Joe Morrisroe

We agree that our user interface would be improved with the capability to capture a user's coordinates with the familiar pin drop that many location-based applications use.

Joe Morrisroe

Currently, 311 service request collect GPS coordinates, latitude and longitude, based on the customer enabling location services in the mobile app or on the website,

and the customer confirming the address that is identified.

Joe Morrisroe

If location services functionality is disabled, 311 collects latitude and longitude based on the address entered by the customer.

Joe Morrisroe

We have been exploring how our geolocator service could collect lat and long based on a pin drop

Joe Morrisroe

Then identify the address in the format required by the agency based on the service request.

Joe Morrisroe

For example, an address, an intersection, or a block face.

I am looking forward to working with the council to find the best path forward for this enhancement.
