Morrisroe addresses Intro 669 traffic complaint routing
Morrisroe explains that emergency traffic calls transfer to 911 and non-emergency calls generate service requests routed to NYPD precincts. He says OTI cannot comment on the policy merits and urges Council to discuss with NYPD.
Introduction 669 proposes to refer 311 non-emergency traffic condition complaints to the Transportation Bureau of the Police Department.
As I noted above, we work with each agency to develop service requests to work best for the customer and agency policies and workflows that support their responsibilities.
For the types of complaints listed in this legislation, the protocol is similar.
If a customer describes an emergency condition in progress, the call is transferred to 911.
A call describing a non-emergency situation will generate a service request that is routed to the appropriate NYPD precinct.
NYPD has determined that this is the course of action to occur for such complaints.
While the New York City 301 system is capable of changing the way such complaints are routed,
Neither OTI nor 311 can comment on the merits of the proposal, as the underlying policy and procedures belong to NYPD.
My colleagues at the NYPD have told us that they believe many of the calls contemplated by the bill should be routed through 911 and that many would call for responses from other bureaus within the department.
Therefore, I urge the Council to discuss this proposal directly with NYPD, who would be happy to meet with the sponsors.
