Schulman introduces Intro 800 on tracking jail-condition complaints
Councilmember Lynn Schulman speaks in support of Intro 800, which would create a dedicated 311 category for complaints about city jail conditions and require public tracking and status updates for accountability.
And now I turn over to Council Member Shulman for her opening remarks.
Thank you, Chair De La Rosa.
Today I'm here to speak in support of my bill, Intro 800.
This legislation would create a clearer, more transparent way to track complaints about conditions in our city jails.
Currently, when someone in a city jail has a complaint about the conditions of their confinement, there is not a clear public-facing system for tracking that complaint from submission through resolution.
Without that transparency, it can be difficult to know whether a complaint was received, whether it was referred to the appropriate personnel, or whether the underlying issue was ultimately addressed.
My legislation would require the Department of Information, Technology, and Telecommunications to establish a dedicated 311 service request category for complaints and service requests related to conditions in city jails.
It would also require the city to publish records of those requests and provide updates on their status.
This legislation is fundamentally about accountability.
A transparent system for receiving and tracking complaints can help identify recurring problems, ensure that concerns are directed to the appropriate personnel, and provide the public with greater visibility into how these issues are being addressed.
Everyone in our city deserves to be treated with dignity, including people who are incarcerated.
I believe this legislation is an important step toward greater transparency and accountability and toward ensuring that our city jails are humane and habitable.
Thank you.
