Brooks-Powers asks Farrell to walk through July 25 response timeline

New York City Council · Sep 30, 2026 · starts 0:17:29 · 2 min 24 sec

Council Member Brooks-Powers asks Commissioner Farrell to recount the July 25 Far Rockaway fire and alleged double homicide from the 911 call until the last displaced family had a bed. Farrell says NYCEM did not initially respond, later sent a citywide incident coordinator after outreach from the Council Member's office, and the Red Cross registered and placed residents in hotels that evening.

Joann Ariola

Council member?

Selvena N. Brooks-Powers

Thank you, Chair.

Selvena N. Brooks-Powers

And just echoing the Chair, definitely want to thank you, Commissioner, for being so responsive to my text messages throughout the Northeaster.

Selvena N. Brooks-Powers

So, yeah.

Selvena N. Brooks-Powers

So, as I mentioned before, on July 25th, there was...

Selvena N. Brooks-Powers

An alleged double homicide and fire in Far Rockaway, Queens.

Selvena N. Brooks-Powers

Surrounding homes were evacuated and families were displaced.

Selvena N. Brooks-Powers

Can you walk us through July 25th from the 911 call moment to the moment the last displaced family had a bed that night?

Selvena N. Brooks-Powers

Just wanting to know, like, for example, what time NISM was actually activated and notified and what resources arrived in response to that.

Council Staff

Sure.

Christina Farrell

So we were made aware of the fire but did not initially respond, is my understanding.

Christina Farrell

Then as the situation evolved, as many of these situations do, later that evening there was outreach to us, I believe, initiated by your office and others in the community.

Christina Farrell

And so we did send one of our season's citywide incident coordinators out there, you know, to get an update on what the situation was.

Christina Farrell

You know, once he got situational awareness, it was indeed.

Christina Farrell

You know he determined that the Red Cross should be there It's my understanding that the Red Cross was dispatched earlier since it was an active crime scene and there were other things going on They were not

Christina Farrell

able to access the property earlier in the day, but Red Cross did come that evening and they Did begin to register?

Christina Farrell

Folks there were I think the power had been cut and some other things so they registered some people in surrounding properties there were also a couple of residents that I understand had

Christina Farrell

relocated temporarily to Staten Island or other places and so they tracked them down and saw what assistance they needed and got people into hotels that evening

Council Staff

Thank you for that.
