New York City Council · Sep 30, 2026 · starts 0:34:31 · 1 min 27 sec

Ariola describes a 14-year-old cardiac patient at St. Francis Preparatory who showed stroke symptoms on September 28; the nurse and parents called 911 multiple times starting at 8:47 a.m. She says no ambulance responded, and the mother eventually drove the child to the hospital without paramedics.

Joann Ariola

I want to talk about a specific incident that happened on Monday, September 28th.

Joann Ariola

A 14-year-old young man, student at St.

Joann Ariola

Francis Preparatory High School, started to show signs of a stroke almost immediately upon entering school.

Joann Ariola

He's slurring his words.

Joann Ariola

His right and left eye began to droop, his right eye and arm.

Joann Ariola

And leg became weak and unstable.

Joann Ariola

This student is a known cardiac patient.

Joann Ariola

The nurse immediately called 911.

Joann Ariola

The first call to 911 was made at 8.47 a.m.

Joann Ariola

The second call was made at 9.14 a.m.

Joann Ariola

And the third call was made at 9.22 a.m.

Joann Ariola

As the parents rushed to the school upon hearing that FDNY had not yet responded with an ambulance, the child's father called

Joann Ariola

911 also at 9.22 a.m.

Joann Ariola

Still no ambulance responded.

Joann Ariola

The mother arrived at the school at 9.22.

Joann Ariola

And calls were made.

Joann Ariola

When after five minutes, there was still no response, she took the child and rushed him to the hospital in her own car without a paramedic, without an EMT treating her severely ill child.

Joann Ariola

Why did the FDNY not respond to these frantic calls for help?
