Santosuosso jokes about Nancy Melissas and permit history

New York City Council · Sep 30, 2026 · starts 1:00:32 · 1 min 25 sec

Santosuosso apologizes to Nancy from the Brooklyn special events office for last-minute permits years ago. Cerrone identifies her as Nancy Melissas, who recently retired after 30 years.

Kayla Santosuosso

I love that.

Kayla Santosuosso

And then pivoting a little bit, my other question was about general liability insurance, which, if I recall, is required in the process of applying for the permit.

Kayla Santosuosso

Have you heard feedback recently from any organizations that the cost of that or anything about that process is preventative for them in terms of applying for a permit or securing a permit?

David Cerrone

Thank you for that question.

David Cerrone

Yeah, that insurance comes up quite a bit.

David Cerrone

I do want to emphasize 95% of our events that we process permits for are for events with attendees under 500 people.

David Cerrone

Right.

David Cerrone

So that means that there's, you know, like if you want to do a birthday party, if you want to do a picnic, there's no insurance.

David Cerrone

You get the permit and that's it.

David Cerrone

So we are talking about 5% or less of the permits where insurance is going to come up.

David Cerrone

But, yeah, people have shared that information.

David Cerrone

with us and like we've worked with our colleagues in our general counsel's office.

David Cerrone

When it comes to insurance, it is something that is a little bit out of our hands in the special events office because our council then talks to the law department about coverages and they collectively determine whether or not

David Cerrone

There's flexibility about whether something requires insurance, and if it does require insurance, what that coverage amount should be.
