Q&A

Chair Epstein asks NYPD about sidewalk riding enforcement

New York City Council · Sep 30, 2026 · starts 2:23:37 · 59 sec

Epstein asks what NYPD does about sidewalk riding, and Chief Obey provides enforcement numbers and notes the three E's: enforcement, education, engineering.

Harvey D. Epstein

Yeah.

Harvey D. Epstein

So I do go back to PD.

Harvey D. Epstein

We've heard a lot from people over the years around people riding on the sidewalk.

Harvey D. Epstein

And what does PD do about that activity?

Chief Obey

I think it's been mentioned here that enforcement is just one piece of it, right?

Chief Obey

For us in the traffic safety world, we talk about the three E's.

Chief Obey

So enforcement, education, and engineering.

Chief Obey

Sorry, that's the DOT end, yes.

Chief Obey

So as it pertains to sidewalk...

Chief Obey

Summons says, I'm just going to give you enforcement numbers, 2026 year to date, 711.

Chief Obey

Year end 2025 was 446 for e-bikes.

Chief Obey

For e-scooters, 164 year to date versus 32 year end 25.

Harvey D. Epstein

So you're saying you're giving people tickets for riding on the sidewalk?

Harvey D. Epstein

Is that what you're saying, enforcement?

Chief Obey

That is correct, yes.

Chief Obey

But that's the enforcement piece of it.

Harvey D. Epstein

Right.
