Chair Feliz asks about steps when bike lanes are blocked

New York City Council · Sep 30, 2026 · starts 3:02:01 · 2 min 29 sec

Feliz asks what steps NYPD takes when bike lanes are blocked by garbage, cars, or encampments, and NYPD says they respond to 311 complaints and address conditions.

Oswald J. Feliz

Okay, and what are steps that the NYPD or any other agency takes when bike lanes are blocked?

Oswald J. Feliz

Let's say by garbage, by cars, or by a representative.

Oswald J. Feliz

Park Avenue in the Bronx, the area that has a lot of car mechanics.

Oswald J. Feliz

Generally, you see very large car pieces completely blocking the bike lanes.

Oswald J. Feliz

Also, I know we've had a lot of conversations about even homeless encampments.

Oswald J. Feliz

What are steps that we take on each of those issues when they're blocking a bike lane?

Oswald J. Feliz

So again, garbage, cars, car pieces, homeless encampments, anything else that could potentially block.

Unidentified speaker

Well, certainly, for example, like on the car piece, if we get a report, it could be a 311 call or otherwise of, let's say, a vehicle blocking a bike lane or something like that, officers are going to respond.

Unidentified speaker

We're going to address the condition, right?

Unidentified speaker

It's going to get removed and seized.

Unidentified speaker

We'll summons the individual responsible.

Unidentified speaker

Again, it's going to be sort of case by case, but this is actually a big part of what the Q team, or part of what the Q teams do, right, is responding to community complaints.

Unidentified speaker

I think that's the guy that we're talking about.

Unidentified speaker

Someone calls 311 and says, hey, you know, the bike lane that I use every day is obstructed by someone has their vehicle there.

Unidentified speaker

You know, we're going to, officers are going to respond and address the condition.

Oswald J. Feliz

Do you have any data on that?

Oswald J. Feliz

How many tickets you've provided, you've given out due to blocked bike lanes?

Unidentified speaker

I don't think we have it here.

Unidentified speaker

Well, yeah, certainly we'll pull the data we have and we're happy to provide that.

Oswald J. Feliz

Okay, and what are steps that the NYPD takes when it's blocked by other things?

Oswald J. Feliz

Garbage.

Oswald J. Feliz

That's a homeless encampment, car pieces, anything that could potentially block a bike lane.

Unidentified speaker

I would put the homeless encampments to the side because that's something that's really for the Department of Homeless Services and DHS to handle.

Unidentified speaker

In terms of other things, again, 311, we got a call like that.

Unidentified speaker

If it gets referred to us, assuming it comes to us, the Q teams are going to respond, and their responsibility is to address the condition.

Oswald J. Feliz

If the NYPD sees a homeless encampment in a bike lane, are you guys able to refer the case to DSS, give them information about it so they could...

Unidentified speaker

We would certainly make the appropriate notifications.

Unidentified speaker

But again, you're asking about clearing homeless encampments.

Unidentified speaker

That's really going to be DHS.

Oswald J. Feliz

Yeah, okay.

Oswald J. Feliz

I don't have any more questions for now.

Oswald J. Feliz

Thank you.
