Commissioner Flynn testifies on Intro 78 (delivery data)
Flynn supports Intro 78 requiring trip-level data from delivery platforms, and recommends amending it to grant DOT access and include crash data.
Turning to the legislation before the Council today.
First, Intro 78, sponsored by Council Member Brewer.
This bill would require third-party delivery services licensed by DCWP to share granular travel data for all delivery trips made by their contracted delivery workers.
We support this bill as requiring trip-level data from delivery platforms will bolster the administration's ability to examine the transportation and street safety impacts of the delivery worker environment.
With DOT's mission to provide for the safe, equitable, and sustainable movement of people and goods, we also recommend amending the bill to grant DOT access to this travel data to assess the industry's impact on street safety for all street users, not just delivery workers.
We all
I also recommend that the bill be amended to include crash data, which would further support our efforts to understand the industry's impact on street safety.
