Commissioner Flynn testifies on Intro 985 (trade-in program)
Flynn supports the intent of Intro 985 to create a trade-in program for unsafe devices, but has concerns about resource intensity and suggests a narrower approach.
Next, Intro 985, sponsored by Chair Abreu.
This bill would establish a trade-in program for Class 3 bicycles with electric assist and vehicles that resemble but do not legally qualify as Class 1 or Class 2 e-bikes.
While DOT supports the bill's intent to encourage New Yorkers to replace unsafe and illegal vehicles with compliant micromobility devices, we have concerns with the bill as written.
Standing up a program like this is very resource intensive and a narrower approach that targets the most dangerous illegal devices could prove a greater impact on street safety.
As we finalize a full evaluation of last year's e-bike trade-in program, we look forward to sharing lessons learned to inform a program with council support to best enhance street safety for all road users.
