Commissioner Levine discusses enforcement against illegal devices
Levine says DCWP enforces laws against unsafe and illegal micromobility devices, conducting nearly 1,000 inspections and issuing over 460 summonses since 2023.
Turning now to our enforcement efforts, we enforce various laws that protect consumers from the sale of unsafe and illegal micromobility devices, and we aim to keep our city free from these devices.
DCWP is a lead enforcement agency for local laws 39, 49, and 50, and we also actively enforce against the sale of oversized and overpowered motorized scooters and illegal mopeds.
Following the passage of these laws, DCWP sprang into action, conducting enforcement suites of retailers across the five boroughs and working to swiftly bring them into compliance.
DCWP continues to conduct regular proactive enforcement in this space.
Just this past summer, our inspectors and attorneys conducted a comprehensive sweep of micromobility retailers across the city, working to ensure continued compliance with our laws.
And since we began enforcing these laws in 2023, the ECWP has conducted nearly 1,000 inspections and issued more
than 460 summonses to brick-and-mortar businesses for violations of Local Law 39, Local Law 49, and the Motorized Scooter Law.
In 2026, we issued over 85 cease and desist orders and 41 summonses to online sellers for violations of Local Law 39.
We have also targeted eight locations for sealing, sealed three of them, and brought five into compliance prior to having to seal them.
