Agency Testimony

Commissioner Levine testifies on Intro 78 (delivery data)

New York City Council · Sep 30, 2026 · starts 1:09:29 · 33 sec

Levine supports Intro 78 requiring delivery services to submit trip data, but says the bill should be placed with DOT, which is best positioned to oversee street safety.

Sam Levine

Turning to today's legislation and starting with Introduction 78.

Sam Levine

Intro 78 requires licensed delivery services to submit data for each trip made in the city to DCWP.

Sam Levine

Our administration supports this legislation to require third-party food delivery services to submit data regularly.

Sam Levine

However, and we, our agencies are aligned in believing that this bill should be placed with DOT, which is best positioned to oversee the city's street safety laws, and indeed already does.

Sam Levine

The administration looks forward to working with council on this legislation.
