Council Member Brooks-Powers asks DOT about Intro 110 enforcement capacity
Brooks-Powers asks how DOT enforces existing commercial bicycle requirements and if it can extend to mopeds and motorcycles, and DOT says it supports the bill and will work on refinements.
Thank you.
I wanted to ask a couple of questions on my legislation.
So I will just ask them and I can repeat whatever needs to be repeated in the interest of time.
So particularly regarding Intro 110.
For DOT, Intro 110 would extend the commercial bicycle laws to mopeds, motorcycles, and e-bikes used commercially.
How is the department currently enforcing the existing commercial bicycle requirements, and does it have the capacity to extend that enforcement to these additional device types?
What would the department need to require and verify that businesses provide safety equipment, identification, and safety information to their delivery workers under Intro 110?
And then for Intro 787 for NYPD, hi Chief Obey, it's good to see you.
Intro 787 would require quarterly reporting on targeted traffic enforcement.
Does NYPD currently track its targeted enforcement operations in a way that would let it produce this report?
And if not, what is the gap that exists?
And then how does PD currently decide where and when to implement targeted traffic enforcement directed at e-bike and e-scooter riders?
And for both agencies under Intro 787.
Several bills today, Intro 787, 989, 1052, create new reporting.
How will the administration make that data consistent and shared across agencies rather than siloed?
So generally, how do the relevant agencies here today, DOT, NYPD, DCWP, coordinate their data?
And needs to one another so that we can really use it and see what we're trying to find through the data.
Thank you.
Thank you very much, Council Member.
There were a few questions there, so I'll maybe start higher level and then happy to dive in if I missed anything.
So I just want to be clear for Intro 110.
We support the bills in 10 and look forward to working with the Council to strengthen and modernize the commercial bicycle law to reflect today's landscape.
We agree the requirements and protections of the CBL should apply to delivery workers regardless of what device they use.
And that this bill would help modernize the section of the law to ensure workers on devices other than e-bikes are also covered by the law, most urgently moped users, which we know are currently excluded, and this bill would close that loophole.
We're looking forward to talking more about any specific recommendations we have.
Please keep it down in the chamber.
Let the commissioner speak.
Please keep it down in the chambers.
Thank you.
What happened?
So, yeah, we know the landscape has changed a lot, and we're looking forward to working with you on exactly how to refine it.
I think you asked about resources, council member.
You know, we're always evaluating that, and we collaborate a lot with our partner agencies as well.
So, you know, I think that's something we're comfortable with.
Yeah, I guess if there were specific other questions.
