Council Member Brooks-Powers introduces Intros 110 and 787
Selvena Brooks-Powers introduces Intro 110 expanding commercial bicycle laws to all electric devices, and Intro 787 requiring NYPD quarterly reporting on targeted traffic enforcement.
Thank you, Chair.
And to all of the chairs and members of the committees for hearing my legislation a part of today's package.
Our streets are changing faster than our laws.
E-bikes and scooters.
Scooters serve as an essential mode of transportation for New Yorkers every day and a key source of income for thousands of delivery workers, but illegally operated and uncertified vehicles have raised
Real and urgent public safety concerns.
The two bills I am sponsoring today, Intro 110 and Intro 787, help hold accountable the businesses that profit from the delivery system and increase reporting and transparency on how the city conducts
traffic enforcement on these vehicles.
Intro 110 would expand the city's commercial bicycle laws to cover all electric bicycles, mopeds, and motorcycles.
This places responsibility for the safety and oversight on these vehicles where it belongs, on the businesses and apps that profit from delivery.
Businesses that use such delivery services for commercial purposes would be required to provide safety equipment, identification, and safety information to their delivery workers, as well as maintain records of their delivery workers.
Intro 787 would require the NYPD to report quarterly on its targeted traffic enforcement.
Where these operations occur, how the decision to conduct them is made, the number of summonses issued, and specifically, enforcement directed at e-bike and e-scooter riders, with a year-over-year comparison.
As part of this,
full package, the city will work to enforce safer streets, and this bill allows the public and this council to know how it is happening and who is being targeted to do so.
In previous hearings of the Transportation Infrastructure Committee, we were unable to get clear data on where e-bike and e-scooter violations were most prevalent.
So this bill aims to bring that data forward.
Together, these bills and this full package help bring solutions that don't just criminalize delivery workers, delivery drivers, but make us safer by addressing and understanding the real dangers for all e-bike and scooter operations.
We can do that while protecting the New Yorkers who depend on these vehicles to make a living or just to get around.
I want to thank the advocates, the workers, my colleagues, and everyday New Yorkers who continue to inform this work.
I look forward to working with the chairs and the committees to move Intro 110 and 787 forward and to hearing from all stakeholders today.
Thank you.
