Gorman Reilly of Civitas testifies on bike path signage
Gorman Reilly supports Intros 244, 988, 985A, and 950, and proposes an amendment to Intro 1066 to include signage on bike paths prohibiting high-speed devices and setting a 20 mph speed limit.
Okay, thank you.
Good afternoon.
Good afternoon.
My name is Gorman Riley.
I'm a member of the board of directors of Civitas Citizens, Inc.
Civitas, a nonprofit community organization, was founded in 1981 and for the past 45 years has been working to improve quality of urban life in El Barrio, East Harlem,
and the Upper East Side of Manhattan.
Civitas strongly supports
courts four of the pending bills under consideration today.
day.
Intros 244, 988, 985A, and 950 for the persuasive and compelling reasons already set forth in testimony today.
In addition, Civitas supports Intro 1066, but with a simple but helpful amendment.
Intro 1066 would require the city to study and install traffic calming devices in bike paths.
The Civitas Amendment seeks to modify the term, quote, traffic calming device.
To specifically include a program of signage at the bike paths with clear language that gives continuing notice to all
of, among other things, a prohibition against usage by motorcycles, mopeds, and other high-speed mobility devices, and a speed limit of 20 miles per hour.
Just having a law on the books is not enough.
There has to be widespread notice and a continuing reminder of what is allowed and what is not.
Only a permanent program of signage at significant entry points along the bike path can bring about the necessary compliance.
Thank you.
Thank you.
Saved by the bell.
