New York City Council · Sep 30, 2026 · starts 4:41:42 · 2 min 9 sec

Janet Schroeder, director of EVSA, says DOT and NYPD injury stats are inaccurate, cites 147 EVSA victims with only 8 police reports, and calls for Priscilla's Law.

Member of the Public - Janet Schroeder

Hello, I'm Janet Schroeder, director of EVSA.

Member of the Public - Janet Schroeder

We much appreciate Julie Menon holding this hearing.

Member of the Public - Janet Schroeder

But what about the tens of thousands of pedestrians and cyclists who have been hit by e-vehicles in the last six years?

Member of the Public - Janet Schroeder

We ask you to stop deflecting from the e-vehicle violence.

Member of the Public - Janet Schroeder

On pedestrians and bicyclists to talk about cars.

Member of the Public - Janet Schroeder

This is a crisis that ER doctors call a public health crisis.

Member of the Public - Janet Schroeder

Accountability for e-bike riders doesn't make cars more dangerous, but it will change rider behavior and therefore will absolutely save lives and lessen injuries of e-vehicle riders

pedestrians and cyclists.

Member of the Public - Janet Schroeder

DOT NYPD stats for e-vehicle injuries are gravely inaccurate.

Member of the Public - Janet Schroeder

Public advocate, your stats are dead wrong.

Member of the Public - Janet Schroeder

Of 147 seriously maimed EFSA victims, eight have police reports.

Member of the Public - Janet Schroeder

Police usually arrive after the ambulance takes away the victim, and if police are there, they often don't report, citing rider fled, I didn't witness it.

Member of the Public - Janet Schroeder

Dr.

Angela Pfaff at Bellevue ER reports over 300 e-vehicle trauma admissions caused in the last year.

Member of the Public - Janet Schroeder

This is one of 54 ER hospitals in New York City.

Member of the Public - Janet Schroeder

Council must start pulling and using all ER injury stats.

Member of the Public - Janet Schroeder

Bike lanes don't keep a rider from speeding, running lights, leaving the scene of an accident.

Member of the Public - Janet Schroeder

And in all but six of EFSA's 147 crashes, the rider fled.

Member of the Public - Janet Schroeder

Some of the bills we like, thank you for this hearing, yes to ban class three.

Member of the Public - Janet Schroeder

The geofencing bill 2590 is great if it takes the bike down to zero miles per hour so that bikes can't ride on the sidewalk.

Member of the Public - Janet Schroeder

But then how will Lincoln Ressler and Cheo say get around the city?

Member of the Public - Janet Schroeder

Resolution 44, calling on New York State legislators to increase penalties for e-vehicles leaving the scene of the crash, only works if all riders can be identified by a registered plate, and that is Intro 802 Priscilla's Law.

Member of the Public - Janet Schroeder

Sean, you asked how to tell the difference between legal and illegal e-bikes.

Member of the Public - Janet Schroeder

How about a license plate for the legal ones?

Member of the Public - Janet Schroeder

We are asking a resolution for City Council to NY State legislators to pass Priscilla's Law.

Member of the Public - Janet Schroeder

Thank you.
