Chair Louis asks why no commercial overlay was mapped

New York City Council · Oct 6, 2026 · starts 0:43:34 · 45 sec

Chair Louis asks whether a commercial overlay was considered; Lobel says city planning felt residential and community facility uses were more appropriate because the site is farther from Queens Boulevard commercial overlays.

Farah N. Louis

All right.

Farah N. Louis

And did you consider including a commercial overlay?

Farah N. Louis

And if so, why did you choose not to map one?

Member of the Public - Richard Lobel

Sure.

Member of the Public - Richard Lobel

So again, in comparison to...

Member of the Public - Richard Lobel

69 to 67, which does have a commercial overlay.

Member of the Public - Richard Lobel

Conversations with city planning were around the fact that that project is marginally closer to Queens Boulevard.

Member of the Public - Richard Lobel

There's a commercial overlay within a block of that property, block to two blocks.

Member of the Public - Richard Lobel

And so it was just felt to be more appropriate here to encourage residential and community facility uses.

Member of the Public - Richard Lobel

That would be permitted under the existing zoning, rather than to bring the commercial all the way up to this site.

Member of the Public - Richard Lobel

So that was the reason, the rationale.

Member of the Public - Richard Lobel

We're happy to proceed without a commercial overlay, and I think that was appreciated by all the stakeholders as well.
