Kari Bailey presents purpose and three sites of DOS amendment

New York City Council · Oct 6, 2026 · starts 1:33:32 · 1 min 9 sec

Kari Bailey of DCP says the application seeks a zoning text amendment to modify designated open space boundaries at 181 Bayview Avenue, 381 Arbutus Avenue, and lots along Nautas Avenue, following the 2023 South Richmond Zoning Relief.

Kari Bailey

Good afternoon, everyone.

Kari Bailey

As George said, my name is Kari Bailey.

Kari Bailey

I'm a planner at the DCB Department of City Planning Staten Island office.

Kari Bailey

And this is a public application from the New York City Department of City Planning, and we're seeking a zoning text amendment to modify designated open space, or DOS, boundaries at three sites in the South Richmond Development District.

Kari Bailey

Next slide, please.

Here you can see the three sites that are outlined here from left to right in the map.

Kari Bailey

The first site is 181 Bayview Avenue.

Kari Bailey

The second site is 381 Arbutus Avenue.

Kari Bailey

And the third site is a group of zoning lots along Nautas Avenue.

Kari Bailey

This proposed text amendment is, as George said, a follow-up from Salt Richmond Zoning Relief, or CISR, from 2023, and that text amendment provided zoning relief for small properties.

Kari Bailey

And this proposed action will align with the goals of the special district by balancing development with natural feature preservation.
