Q&A

Morano asks about 181 Bayview Avenue home and necessity of amendment

New York City Council · Oct 6, 2026 · starts 1:49:36 · 57 sec

Morano asks whether the proposed single-family home at 181 Bayview Avenue is consistent with R3X zoning and whether the amendment is necessary; Todorovic says it is consistent and necessary because the lot would otherwise be too narrow and might need BSA relief.

Frank Morano

With respect to 181 Bayview Avenue, the materials indicate that the property owner is separately seeking a zoning certification to facilitate construction of a new single-family home.

Frank Morano

Is the proposed home otherwise consistent with the existing R3X zoning, and is this amendment necessary to allow that home to be built?

George Todorovic

Yes, it is consistent and it is necessary because if we did not pursue this tax amendment, the property would be, correct me if I'm wrong, like 20 feet wide.

George Todorovic

They wouldn't be able to comply with yards.

George Todorovic

It would be extremely narrow, funny looking house, and they may need to go to the BSA for additional relief.

George Todorovic

So this was actually the site that first informed us.

George Todorovic

of the change in the map.

George Todorovic

And we acknowledge that this is something that we did not intend in 2023, wholeheartedly did not intend.

George Todorovic

This was not supposed to happen, so we are correcting it.
