Q&A

Morano asks about environmental protections; Ferrara clarifies DOS is zoning regulation

New York City Council · Oct 6, 2026 · starts 1:51:57 · 49 sec

Morano begins asking about environmental protections; Catie Ferrara Iannitto adds that DOS is a zoning regulation, not an environmental regulation, and wetlands, parkland, and other protections remain in place through other agencies.

Frank Morano

I also want to ask about the, sorry.

George Todorovic

Oh, yes.

George Todorovic

Katie, do you have a follow-up?

Catie Ferrara Iannitto

Thank you.

Catie Ferrara Iannitto

I just want to add a little further context to George's response.

Catie Ferrara Iannitto

Katie Farrar, IANIDO Director of DCP Staten Island Office.

Catie Ferrara Iannitto

We just note that DOS itself is a zoning regulation.

Catie Ferrara Iannitto

I would not define it as an environmental regulation.

Catie Ferrara Iannitto

So there are still layers of regulatory protection on any existing wetlands by Department of Environmental Conservation, other agencies.

Catie Ferrara Iannitto

Parkland that overlaps with DOS will continue to be parkland.

Catie Ferrara Iannitto

So just to note that all these protections very much still stay in place and are considered and analyzed if and when a home or any development is proposed.

Catie Ferrara Iannitto

Adjacent to or kind of within that buffer area by multiple agencies.
